Insight into character leveling

In looking at Cyclops base stats, I stumbled upon something worth testing, and so I did. What I noticed is that in assuming characters scaled linearly (i.e. each level is worth the same amount of damage added), you can approximate any new characters max stats, provided you know what their damage looks like at max cover, level 40.
The simple math: If you have the base number, multiply it by 3.1735, and that's your answer.
Examples
Gamora red: 5 covers, lvl 40: 541. Multiply by 3.1735: 1716.9 Actual max damage: 1719
Blade black: 5 covers, lvl 40: 591. Multiply by 3.1735: 1875.5 Actual max damage: 1877
Couple caveats:
-This is based on direct damage. I haven't yet worked out strike/attack/protect tiles, but I've got a gut feeling they'll hold to the same rules.
- This only works for new characters, as it appears a change was made (i'm guessing around when they level shifted). Characters like Panther, GSBW, IM40 have an increase per level of 5%, as opposed to the 1.7% represented above. That puts their multiplier at 7.3, not 3.1735. Big difference, and also why some older powers are still cream of the crop.
-This works only for 3* characters. I've looked at 2* and 4*, and they scale differently. I'm sure there's a consistent multiplier there as well, but I haven't figured it out yet.
I know this doesn't help a ton since knowing what base stats are with max covers is still a mystery, but this is a first step. I'm fairly certain since there's a clear formula here, there's also one from 1 cover to 5 covers. Preliminarily testing, every bump is somewhere between 15-45%. The problem is characters don't always see a bump from level to level. So future estimates may have to be listed in terms of 1/2/3/4 bumps. However, we at least know bare minimums for max damage for every character. In the case of Cyclops, here's what we know:
Red: Minimum 540 base damage (lvl 2 stat). Basically same as Gamora, so minimum 1717 damage at max, 5 covers
Black: MInimum 937+549 (lvl 2 stat): Minimum for max, 5covers: 2973 + 1742
