3* transitioner asking for help

Here is my roster. I was thinking of buying covers to help speed it up. Which charactes should be my preference? And what level should i first get my 3*s to so that I can start leveling them together without killing scaling.

If you want to accelerate your cover winning and start PvPing, you probably want to just start leveling your cover-maxed 3*s, GSBW and Hulk.

If you want to optimize for PvE (it clearly looks like you're doing that, capping your 3*s at 94), then you want a solid A-team plus a replacement or two if they are not allowed. Which in your case means... you should stay at 94 until you max more characters.

How much money are you considering spending?

I was thinking of going stark salary (maybe 2) when the devs decide to give a bonus with the purchase.

Okay, that's a budget of 20,000 to 40,000 HP (assuming no sale).

20,000 HP will buy you eight 4* covers, and sixteen 3* covers.

Well, in that case, your first Stark Salary should probably buy XF green and black covers to make him 5/5/2 (no hurry on his yellow). You do get XF green and black from a daily reward (not sure if you hit that yet), so you might want to buy 4 and not 5. Just a disclaimer that I don't take responsibility if he gets nerfed sometime in the future haha.

After that, I actually wouldn't be in a hurry to max anyone else, until you obtain a GT blue cover. But really, you want to save up HP to max GT red and blue when you can. Again, nerf disclaimer.

You could make a strong case for maxing Hood and Loki passives (they are amazing even without leveling those characters), but having XF and GT max covered will kickstart you into placing well in PvP and winning covers for all your other characters.
