Character Promotion sales

Currently, there are about 15 characters that a lot of people like, and 15 characters that don't see as much love.

For example, Loki, Hood, Bagman, IW, Wolverine X.

There should be an occasional weeklong sale for upgrading a few characters. Perhaps Bagman could have a 5 for 1 on ISO, some week. Normally, I'd never have any coherent reason for leveling up Bagman, but it he was made real cheap, Maybe I'd do it. Having the promotion costs cut by a half, third, or quarter would give me incentive to level up the guys at the bottom of my roster.
