Yes, yes, it is that time again. Roster questions. I want YOU to give me you opinions.
Here's my list. I'll put an asterisk (*) next to any characters that are not covered how I plan to cover them and note at the bottom of the spoiler how I want to cover them.
2*s;
3*s;
4*'s:
I've saved up a pretty penny of Hero Points (1750), so buying covers isn't out of the question, but I don't feel like anyone is at a point that the one cover will be pivotal enough to invest, especially without ISO-8 to level folks up with.

2*s;
Ares, Level 94, 5g/4r/4y (*)
Black Widow, Level 94, 3p/5blu/5blk
Daken, Level 94, 4p/4blk/5blu
Hawkeye, Level 94, 3blu/5r/5p
Human Torch, Level 94, 5r/5blk/3g
Magneto, Level 94, 3blu/5p/5r
Storm, Level 94, 5g/5blu/3y
Wolverine, Level 94, 5g/5r/3y
Thor, Level 90, 5r/5y/3g (*)
Captain Marvel, Level 15, 2r/1b/1y
Ares: I am looking for another yellow cover, so I can make him 5g/3r/5y. The damage output from Rampage in each cover seems pretty minimal, especially when compared to Onslaught and Sunder.
Thor: I know the suggested build is x/x/5g, and there's obvious merit there (and was the way I was planning on going, but the cover drops didn't agree with me lol), but know that he is covered the way he is and I've played with him in combination with Hawkeye. Wow. Red does 1024 out of the box, plus matches and cascades. Yellow does 731 out of the box, plus matches and cascades. Then on top of that their ability to trigger Speed Shot so consistently? I haven't come up with a perfect third for them, but I usually use Daken or Wolverine for damage amping via strike tiles. I've also gone Thor, Magento, Storm - letting Thor and Magneto do the dirty work of gathering Purple, Red, and Yellow then just throwing down whichever road the board favors. Thor, Hawkeye, Storm also has some merit, but is pretty risky in my experiences. All that being said, it's still kind of in the air. I might decide to go 3r/5y/5g. Input is especially welcome here.
Captain Marvel: I'm just covering her as I can. I plan to go 3r/5blk/5y.

personally, I'd go 4/4/5. My reasoning is as follows ; the differences between 5/3/5 and 4/4/5 is that 5/3/5 can cast green 1 ap faster at the cost of just a little damage over 4/4/5. That shred of damage doesn't sound like much, but honestly I believe it will have a bigger impact than the 5th green cover simply because the 5th green only increases your speed by only one turn and only when there's a match-5 for green on the board. Otherwise, it's 2 matches to cast whether it's 5 covers or 4 covers, and it's the same strength per ap
Thor: I know the suggested build is x/x/5g, and there's obvious merit there (and was the way I was planning on going, but the cover drops didn't agree with me lol), but know that he is covered the way he is and I've played with him in combination with Hawkeye. If your heart is set on 5/5/3, then I'd definitely use Wolverine to pair with those two. Thor's yellow can potentially charge 2-3 casts of wolverine's green if neither you nor the opponent have actively been hunting green prior to casting. This could also trigger some speed shots, letting you get some crazy damage. I don't like Daken as much in that team as wolverine because then you have a really lackluster green.
Captain Marvel: I'm just covering her as I can. I plan to go 3r/5blk/5y.

I don't see any heroes id spend my hero points on in your roster until you get a 4th blue on hood.0 -
The good news is that your best covered 3* is one of the best 3*s, and you have his best cover (Hood blue). I can't comment myself as the random number generator has left me without a blue, but people rave about his utility. the consensus seems to be that 5 blue is worth buying if you can get a 4th cover.
the bad news is that hood is one of those 3*s that you definitely do not want to have overleveled and tanking lots of covers. And the rest of your 3*s are a ways off from viable (and/or in the vault like psylocke)
I would go for the consensus builds on ares (4/4/5) and thor (3/5/5). After that, you have a very solid 2* roster, so I would just start saving iso.
That way whenever you get more covers for a good 3* (like blade, or cage), you will be ready to level them up quickly. Magneto is coming out of the vault, so there should be an opportunity to get some covers for him, and you can hope for some more lazy thor covers from tokens. But the sad truth is that there isn't much that you can do to target particular characters to build.
I think you are in a good position overall, but you are also definitely in the worst stage of the game. it will be a long time before you start to max out 3*s, so you will just end up playing with your 2*s over and over again. Be paitient during this interminable stage and grind pve as much as possible, especially when you can build older characters (or get started on new good 3* like cage). Do as well as you can in pvp (should be able to get top 100 sometime, but probably not is really competitive events). And just be ready so that when the random number generator smiles upon, you can ramp up 2 or 3 maxed 3*s all at once and jump up into the next tier of play.
I would try to avoid leveling up 3*s ad hoc as you get covers. if you have one character way above everyone else, it will hurt your pve scaling without helping you much in pvp.0 -

Yeah, that was a mistake I made early on, before I even knew the forums existed
Thanks for the input, I definitely consider myself ahead of the curb for having Hood so covered out. I'm going to be focusing events giving out the 3* variants for Thor, Captain America, Daken, Falcon, The Hulk, Blade, and Deadpool - I also want to try and start building Patch - but like you said, there's no reliable way to target specific covers. I'll just have to be patient.0
