Add powers to Stockpile

There are a few powers that I would like to have added as Stockpile items. Chief among them:

Storm -- Mistress of the Elements.

When I go into a mission and see 15 environment tiles, I know I'm going to have a bad time. Currently, only Storm can erase them all.
