The Hunt - Subareas have 2 different sets of missions each?

I'm not sure if this is intended or a bug, but from what i've seen, sometimes when I log in to the game and go to, lets say, florida I get a set missions, and other times the missions have different enemies/requeriments.
For example, in jump jets 2 sometimes it asks me for a character I dont have (i think its invis woman) and other times I can use spiderman.
Also I remember seeing a fight vs 3x 240 that had Ares in it, and then on another time Ares was not there.

Also, sometimes I get that thor is slightly buffed for the event and Hawkeye is EXTREMELY buffed (i have him at lvl 8 only and his stats are 78 blue, 87 purple, 68 red, with 4600 HP) and on the other set of missions thor is not buffed and hawkeye is only slightly buffed.

As I said i'm not sure if this is the correct behaviour of the game as i've only been playing for a couple of weeks but it looks more like a bug than anything else.
Oh, and this is on the STEAM version of the game, I'm not sure if this happens on the mobile app.

It's a bug. Some of those elements are from the last time The Hunt was run. People have been logging in on occasion and getting those same battles/buffs.
