recovery bug?

Not sure if this has been brought up but in a match I was playing earlier I downed x-force with a yellow match that had his recovery tile in it, after he went down recovery still launched and destroyed tiles and did damage. I thoughthink once a character was down there cd tiles dissappeared, is this a bug or working as intended?
