    Here's my counter-argument for why they make it cost HP. They don't like people hoarding resources... that gets in the way of people spending money to acquire more of the resource. If they gave us subscriptions as a way to consume our backlog of HP then we might become interested in buying some again.

    Also - eliminating direct cover purchase with HP has devalued the currency too much. They need to stimulate the HP economy by giving us something new and attractive to buy with it.

    In general, I hate it when games get too many forms of currency. I get sick of games where you buy one type of gear with credits, another with tokens, another with crystals, another with campaign X points, another with badges, another with... blah blah blah.

    Two is plenty (especially if you consider ISO to basically be XP). I would like to see them just eliminate HP altogether and go with the CP system. Or give us some more purchase options so we can convert between ISO, CP, and HP.
