Teisatsu AI can get stuck and not use powers

When the AI only has Teisatsu under its control, it will sometimes get stuck and not use the Strength in Numbers power, despite having an abundance of red AP and basic red tiles to target. This appears to happen when the AI was initially saving up its red AP for another unit type (e.g. Konran). When that unit gets taken out by the player, the AI does not always update its routines and let the Teisatsu consume red AP. The glitch seems to be cleared once the player kills off one of the Teisatsu. Until then however, it is possible for players to farm quite a bit of AP by simply rotating the Teisatsu as targets.
