How do goons fire TUs?

Does anyone know what rules govern goons using TUs?

    If they've got TU AP. Happens rarely, but it can occur if a cascade triggers from a tile such as the Muscle's Threaten disappearing.

    Or if their Villain gets the TUAP while alive and then you murder him before they use the ability.
