Should I level anyone or sit on my ISO?

So I've hit the point where my non-support characters are 114, and I could go higher(to 127 at least for some, 140 for others), but it seems like it wouldn't do anything but make PVE harder(I'd still be hitting a 166 wall). Should I just wait until I have a 166 team for PVP? I could also invest in getting some more characters leveled, which is what I've been doing, but I just felt like I've hit a stopping point and my team is pretty well off.

I was thinking about leveling Thor, but with him being taken out of packs, he'd be left at max(102) for a while. Or Maybe CMarv?
Characters and their max level:

Cap - 140
BP - 127
Psylocke - 127(I don't want to level her b/c she's not covered properly)
Hood - 140
Falcon - 140
Spidey - 127
Devil - 168(He's fairly useless @ 5 purple but he could tank?)
Fury - 127
Invis - 94
Thor - 102
CMarv - 104
Shulkie - 104(her covers suck)
Black Widow - 89
2*: Storm(She's powered up enough normally I just left her low level, but she can produce quick wins in PVP), Hawkeye(Ditto what I said about Storm), Torch(Meh)

Hm.

For a better PvP- performance, you might find it useful, getting mnMags and cStor to 94, as this playing the 2* Sentry role. Can round this up with 94 oBW. For climbing, unshielded defence a max 2* Daken and most likely Ares/Wolvie are helpful, too.
I guess, there is little impact on PvE, as you already have higher level 3* chars, but it might boost you close to or even into a top 100 position for PvP and therefore some extra covers...

I've got 2*Mag to 94 already, Storm is only 50-ish. I regularly get top 100(but lately ppl have been pushing like crazy in my brackets, ex: Hood prizes, Cmarvel prizes)

I'd work on getting a solid 2 star team before even attempting to put any ISO into the 3* let alone 4* star characters. Before I made the transition I leveled up Ares, OBW, **Thor, and **Wolverine. When you are ready to start making the *** transition (recommend ***thor or ***daken) you will have ** characters able to support you while you dump ISO into your *** of choice

I have a solid 2*Roster. Unless I'd want to level 2*Storm/Torch, I'm golden. Storm is powered up enough she doesn't matter unless I want to 2*Mag +2* Storm it up. 2*Torch is meh.
