Idea - link PVE refreshes and heal times and fix both

This is an idea that occurred to me when waiting for the horror known as Heroic Juggernaut to end.

Pick a time - I was thinking 4 hours might be a nice round number for this - and make it both the absolute longest time to recover from downed to full hit points for the character that takes the longest, and make it the time period for a PVE node to go from being cleared once back to full point value.

The benefits - this would make PVE less frustrating because a total wipeout would only screw up your chances on that single clear; it wouldn't put you in a hole for the next several. Extending the refresh times would make PVE a little less tedious and frustrating. 4 hours would be very work and sleep friendly - do a couple clears before you leave for work or go to bed and you only lose about 20% of a single clear's point value.
