Thug AI placing too many countdown tiles

I've been meaning to report this issue, but there's some really wonky stuff going on with Thug characters

There was one game in which there were five healing countdowns out at once, for one character. The proper operation would be one countdown tile per power, per character (e.g. 3 snipers could have 3 total countdown tiles on the board of the same type, and more overall countdown tiles if they were of different types)

    There's nothing to stop you or the AI from putting out more than one countdown of the same type. The AI won't fire the same skill more than once per turn, but if the countdowns stay out long enough and it has enough AP to do so, it will continue creating a new tile every turn.
