Gifting to alliance members

I'd like to encourage my alliance to participate with a carrot rather than the stick of "reach an arbitrary minimum standard or be kicked". We are casual, after all.

To do that I want to offer something useful, ISO or HP (from my own stash), or a token I haven't claimed, or a cover from my awards cache (e.g. I didn't need the Red Cap progression award in Unstable ISO but lots of them do) or buying a roster slot for a member.

Is there any chance in heck that a gifting mechanism that would do any of this will ever be implemented?
