Messages staying in Outbox... why?

I have sent PMs to some players for recruitment purposes and the messages are just sitting in my outbox. And at the same time, I have successfully sent messages back and forth with a player I know. Is there some kind of approval process for first time PMs like there is for the threads?

    They stay in the Outbox until the other person has viewed them.
