Have I been extremely unlucky?

When I got my heroic 10pack I started counting the amount of uncommons from heroic tokens/event tokens I received before hitting a rare. On average there should be a 20% chance to gain a rare or legendary cover. I just hit token number 52, not a single rare yet (and I opened 4 anniversary tokens, which have a 40% chance on a rare).

Is the drop rate just not what it is or?
(considering stopping if I actually hit the 75 mark. Ridiculous if you ask me).

Odds on a regular Heroic are ~16.5% (it's approximate because there is rounding in the numbers listed).

If you opened 52 Heroic tokens 1000 times, you'd expect about 8 times to pull nothing. With Anniversary and 10-packs in there, odds are slightly better but won't move the needle much (might be 5-6 times instead of 8)

So it's an unlucky run, but it's not so unlikely as to raise a huge flag.
