Where did all my retaliations go?

So I got hit a good 20 times or so in the Simulator overnight. I come back to check, and I only have one retaliation per node - none of the other ones are available. Everyone else got off scot-free! What gives?

    The other retals go onto the top of your queue if you restart the game or the game restarts itself they'll get cleared out.
