Sales not everywhere ?

A member of our Alliance, in Asia, has sales on her iPad...

Who else has sales, and why is it only a few people and not everyone ?

    I have an offer that expires in 8 hours. I get these sale offers frequently.

    I suspect the sales will stop coming if I ever make an IAP.

    I'm thinking there will be a sale starting 10/8 or 10/10 when the in-game anniversary celebrations start; since, I don't see any that started today.

    Our member never made any purchase, is that your case also ?

    That would mean the sale you see is an incentive to make you purchase something for the 1st time.

    I thought it's no secret that D3 caters to individuals when it comes to sales. If you bought less stuff, you'll probably get more sales and more often.

    Yes, we talked about this at length last time these targeted sales came up.
