    That's because you only need 3 guys in a team so if it didn't take too much investment to replace your top 3 (and often 2 in PvP because one of them is forced) that would mean there's all kinds of issues with balance too. As long as there's nothing that rewards diversity the criteria any new character is judged is 'better than all but 2 characters' in most circumstances and that's way too hard and if it was somehow true, that in itself would apply an unbelievable amount of power creep.
