Leveling up questions

Lately, I've been leveling up my characters based on who was getting buffed in each event. Which worked okay for that event, but I've been playing since October and only have 4 guys over level 50. So I'm wondering if I should be taking a different approach or prioritizing the leveling for someone. I've spent some money on this game, but I don't really want to spend more at the moment. I already spent $55, although I realize that's quite low compared to some. I also wanted to tack on to an existing leveling thread, but didn't see one currently on the front page that I could use.

Here's what I've got
30 Roster slots
5650 ISO at the moment, Hulk Event will boost this considerably
1000 HP (I'd rather not gamble with HP, probably going to buy slots)

I'd concentrate on your 3* guys, IM40, Ragnarok, Magneto...take those guys and the Hood and Dr. Doom into Lightning rounds...do well in those and get covers for those characters...i think that's your fastest way to a better roster...

regardless of what you do i'd concentrate on just a few guys, the ones who are most likely to be in your starting lineup

but that's just me, you'll probably here different answers...

I've been using Wolverine fairly heavily due to strike tiles, so I recently upped him from his earlier L50. After that, I like Thor's damage and IM40 is good for recharge. Although IM40 would probably be more useful if I had him at higher levels. As Thor isn't buffed in the Hulk event, I haven't used him much lately. I'm definitely going to take a serious run at the Lightning rounds this week since I'm off from work, rather than tanking them as usual.

You claim you don't want to waste hp but buying slots for 1* characters is a waste.

I said I don't want to gamble HP buying the random covers, since I get plenty of tokens through events and most of those random covers are predominately characters I already have full covers on. I said I was probably going to buy slots, which would be for future characters they introduce. Also, I'll admit to being a little OCD about having everyone. Every bit of HP I've gotten has gone into slots so I don't have to sell off characters. At the moment, I have 29 out of 30 unique characters and 30 slots. I recruited an extra modern storm just for tanking purposes. If I somehow got a 4* wolverine, I'd sell her immediately. I would consider directly upgrading a specific cover through HP, but I'm about 250 HP short of that at the moment. Not entirely sure it's worthwhile either what with all the tokens.
