AI move priority

Is there anyway to tell what moves my character will do on defense 1st it they share a special move color? Like Psylocke black vs punisher's black. I use to think it just used the cheapest costing move 1st but I don't think that's the case always.

If they get the AP for the higher cost move it will be used - it's always viewed as better by the AI. Whether it will immediately fire a lower cost ability when it has the AP versus saving for the higher cost ability seems to be based on a random roll - the behavior isn't consistent, but using the lower cost ability is more common In my experience.
