    Actually, the same percentage of players are getting the 3* covers. More players, more brackets, more payouts.

    The addition of alliance rewards adds 2000 additional 3* covers into the mix than the early days.

    Top 15% get a 3* cover in PvE. Used to be 10%.

    Personally I think they need to vault some characters or have a token reward payout to purchase the split version of Heroic you want to pull characters from.
