Punisher's Retribution in Gauntlet?

My Punisher is finally at a decent level to get some use, so I've been using him in the new Villains Gauntlet. If I understand the skill description right, after he uses Retribution, if the opponent is below x% (30% in my case) of his max health, he should die, right?

So I just used it on a soldier with 2920 max health. 30% of 2920 is 876, so if he's below that after my retribution, he should die. His current health was 2207, and I hit him for a 1638 damage Retribution bringing him to 569, yet he still lived. Am I missing something or is the skill broken?

    The skill might be poorly worded but from my limited experience with the skill it does X damage OR downs them if they are below XX% of their max life.

    So, in your example, if you retributioned the soldier at 876 it would autokill him.

    Not very useful at killing low life mobs but pretty effective at killing hulks with 3-4K life left.

    Ahhh, I see, thanks. Yeah, I haven't used him much yet so I misunderstood the skill.
