Bug in rewards lately or is this intentional? Icex?

So last event gave out at Daredevil blue at 1100 which was a mistake as the prior event gave out 2 blue Daredevil covers.

Now in this she hulk event we are getting Doom covers, 3 blacks and 1 blue . In the past this was always 2 of each color.

Is this a mistake or is this intentional? You are no longer trying to give out even color sets in events?
