Four stars more likely than three stars

I was just looking at the heroic token, and I noticed that you have a better chance of getting an individual four star character (1.2%) than an individual three star character (.7%). Am I the only one who finds this a little strange?

    1 and 2 stars are worse than 3 stars and have a better chance to be pulled from a token. Following that logic, Invisible Woman and X-Force are worse than most 3 stars and have a better percentage to be pulled.

    Yeah, but Nick Fury is arguably better than the three stars. Also, Ares and OBW is better than some of the three stars. I'm not talking about who makes a better character, only about the number of stars.

    But Fury is not available in non-boosted tokens yet. I'd expect the numbers to be revamped to maintain pull probability despite dilution of the character pool. There are a few other threads on that topic, so I won't rehash.

    The largest portion of IAP revenue is generated from roster slots. New players will rarely delete a mythical 4 star and will almost always open a useless slot for them.

    TL;DR Also, money.

    There are 25 3* characters and 2 4* characters, so it makes perfect sense since your overall chance of getting a 3* from a token is 15% or so percent compared to the 2.5% of getting a 4*.

    There's an easy short-term solution to this diluted heroics problem that doesn't require D3 to change anything about their current code.

    They need to only put a set number of 3* into heroics, let's say 17 of the 25, put all the 2* save bagman, and all the 4* including fury. On a weekly basis, let's say Monday mornings, they could push out an update that drops 1 current 3* from the pool and then adds in 1 3* from the 8 that weren't in there, effectively rotating the heroics on a weekly basis so that every 8 weeks would see heroics having a chance to pull every 3* character.

    This would also serve the players well as they could hoard their tokens for weeks that better fit the missing covers in their roster.
