Ares under level under AI

I have no idea if anyone else is experiencing this, but I've noticed that whenever I fight Ares controlled by the AI, the damage from his powers do not seem to reflect his actual level. I'm not complaining, it is definitely making my game easier (a lot easier,) but it's weird and could be a sign of a deeper issue.

I'm playing on my tablet and cannot screenshot, but right now I am facing a level 94 ares who does 44 damage per green AP on "Onslaught," 162 (or 323) damage on "Rampage," and 428 takes 190 (then after countdown 143, gets back 155) on Sunder.

This is the second time I've noticed it this morning. My own Ares looks fine.

    Update - I entered another node with Daken and Yelena - they are affected too. My previous two encounteres with Ares were on a PVE and a PVP node respectively, this is PVE. Daken is level 71 and creates 6 strength strike tiles; Yelena is level 71 and does 31 on her lethal recon, 40 on her Payback Mission.

    It also seemed to affect my Photon Blast when I used a TU 75 base damage and 34 for each red on the board - I can't remember what level it was but it was at least in the 60s to 70s.

    They posted in announcements that there is a base level bug issue. Ares is definently affected, as is Thor. You can also see it in there Team ups in the PVP. I have to shield like crazy because I know my 3 star Thor won't defend worth a squat right now.
