At what point should I spend HP on covers?

So as the leader of a top 100/50 alliance, and scoring well on my own, I've come to the point where I'm accumulating hero points quite nicely. At the end of this event, I should have about 1400. The question is... When do I start reinvesting those into my roster? I have a very solid 2* roster - ares, thor, 2x OBW, etc. My 3* roster is slowly coming along...

78/78 Sentry 2/3/1
78/78 Hood 1/3/2

Everything else has less than 6 covers, although I do have a LThor, LCap, and Patch with very few covers that might be noteworthy. And of course, a Fury cover, but I'm barely halfway to getting another one of those.

The question is... at what point should I start spending hero points on covers? I have 32 roster slots, several of which are taken up by redundant 2*s I'm covering (2nd Thor, 2nd Ares, first Wolverine, etc). Should I keep focusing on expanding that?

    Only spend HP on covers when you're close to maxing a character and that cover will max a critical skill/bring it to full glory. Example: I bought my 5th yellow Hood back in Season 1 or so while having HP for one cover only, it was a damn fine investment as Hood's yellow is lackluster without being 5 in level and my Hood was already incredibly useful at 4/5/3, just needed that last bit. Lightning rounds rewards had been nerfed by then so there was no chance to get the yellow from LRs.
    Other similar skills: Hood blue, Hood black (if you intend to mostly run him with Sentry), Patch red, Thor yellow, Punisher green, Hulk black, etc.
    You don't seem to have any worthwhile 3* characters close to being finished, except Magneto, but investing into him right now is awfully risky. Spend on shields and roster slots as you would usually and continue saving up. You might not need to buy covers even as you can usually progress without that just fine as long as you have every PvE required character.
  • Yeah, if it wasn't for the incoming funbalance, I'd max out Magneto's blue in a heartbeat. Dem infinite turns. But okay, fair enough. I'm just never sure what to do. Shame IM40 is so ****.

    Only when the cover is critical to tipping the character from substandard to completely playable. Even then only if they can replace someone I'm already using. I spent a LOT on covers early to get through the 2*-3* transition quicker (I basically skipped it), but that was before the recent changes that made it easier to field a playable 2* team.
