Character boost question

Noob to the forums, sort of noob to mpq...but heres my ?...when they implemented the character boost to all 1*/2*/3* or whatever, i got most of my characters boosted except for Ares, Astonoshing Wolverine, and ModernCap.

2* Ares 4/3/4 still at lvl 17
2* wolv 5/5/3 still at lvl 15
2* mCap 3/4/4 still at lvl 15

i guess im wondering if its glitched or if thers a reason these didnt jump to lvl 40 of whatever level....i thought it should be higher than 15/17's tho.

Sorry if this has been discussed before, just didnt know what to search for or call it.

What level were they before? If they were 6 or 8 they'd be 15 or 17. If not then something got screwed up. Every 2* should have moved up exactly 9 levels.

hadnt put anything into them except covers, so that might be it. I dont recall what they were before or what they started at, so they might have been at a really low level and jumped to 15.

Just realized all the ones that are 40 and up are 3*'s. So that makes sense wat yur sayin. thx!
