Character Strategies for AI

For many characters, the AI plays rather dumbly. It should be possible to set strategies for a few characters.

GENERAL -- How often to use a power. For example, She Hulk's Reprieve could be set to Never use or Normal usage.

Invisible Woman -- Force Bubbles. Choose a color to lock out.
BWGS -- Deceptive Tactics. Fill a line.
Human Torch -- Flame Jet. Only have 1 Flame Jet at a time.
IM40 -- Recharge. Use at a lower Cover level.
The Hood -- Twin Pistols. Choose a color to optimize.

For everyone: don't use Thorned Rose if doing so would down the active character

Captain America: prioritize overwriting enemy special tiles when using shield powers

juggy dont headbut if below health line, ditto for ares sunder etc.

if a T match is possible, dont go for the 4 in a row

(but why do we want to make it harder to win? - perhaps should get the AI to only match environment tiles, but never use them)

I think that the starting point should be prioritize which character for the same color when in defense mode.

e.g. : a team with Thor and Ares :
- Red power : Ares
- Yellow power : Thor
- Green Power : Thor
