Allow to de-level for 1/2 ISO

Since a lot of people had character combos screwed up by the leveling change (it actually didn't affect me), maybe offer an option - allow people to delevel their characters and recover 1/2 the ISO it cost to level them the same amount. This would allow people to readjust their rosters as needed, but also not allow for people abusing it by shifting the same ISO pool around every time a new PVP comes around. If they really feel a need to restrict it, limit it to x number of level total or something, to keep people from bleeding their 1*s dry.

Imposing the level change as it happened was really rude and messed up sophisticated rosters bigtime. It would be the minimum to allow some way for the users to adjust to the new situation, ideally it should not even cost extra.

But half-ISO would still be much better than nothing.

Even if it returned 0 ISO so it wouldn't get abused, having the option would be nice...
