Why were heroes released with two covers?

It really hurts in the 2* range, where two of your twelve options are two covered heroes, and a third is Spooderbag, eliminating a full 25% of your roster before you get to Hawkeye and Cap.0

Enabling powers to go higher than five covers would probably be more work than just releasing third powers.0

To me it seems like an easy way to promote roster diversity, character balance, sell covers, introduce "new" characters easily, and shut up the forumers - all at the same time.
the devs simply don't listen. they must be some of the dumbest developers on the planet, seriously. it's been said a million times but they need to just sit down and fix the existing characters. it's not a hard endeavor, it wouldn't require a ton of time to re-code since you only have to change values and in a few cases add abilities or tweak existing ones. make one patch and roll out all the changes at one time. it would literally be like a brand new game and it should be PRIORITY #1. suddenly every hero is viable and suddenly you have 15 more characters to play and you no longer have to face nothing but patches magnetos and lazy thors. create roser diversity, satiate people's hunger for "new heroes" and renew interest for those who are starting to wane, all at the same time. win.
d3 and demiurge really need to take a page from riot's playbook. when league of legends has serious imbalance issues riot does try to take care of it stat, and every single patch always has changes to try and evenly balance out champs (whether it works or not everytime is debatable but props to their efforts). EVERY SINGLE marvel puzzle quest patch should have balances for existing heroes. EVERY SINGLE PATCH D3.0 -
