What is the deal with 3* levels?

So here's the thing: I have an IM40 with 5 covers (1/4/0) and a soft cap of 53 levels, a 5 cover GSBW (3/0/2) with a soft cap of 51, a 6 cover Magneto Classic (2/2/2) with a soft cap of 51, 5 cover Hulk with soft cap of 43, 5 cover Hood with soft cap of 41... Why the disparity?

    The first cover gives few fewer levels than later covers do.

    Weird. I wonder why it's not just based on the total.

    I think it is because it is harder to get the same cover more often than getting a different cover. so the chances of going say 3/0/0 are much harder than going 1/1/1.

    Wasn't saying otherwise, was just pointing that the "harder to get the same cover more often than getting a different cover" statement is... debatable icon_e_smile.gif
