What is the exact relationship between level cap and power?
I have a 2/4/2 Classic Spidey and a 0/5/3 The Hood. Both are 3*'s with a lvl cap of 141 and both have a total of 8 powers/covers. However, the Spidey has a level cap of 77 and The Hood has a level cap of 89, which is weird. I raised the Spidey up to 9 powers for a 2/4/3 and the level cap went up to 89. So even though The Hood had 8 covers instead of 9, the two of them now had the same level cap.
It looks like level cap is not strictly based on the number of covers but also the distribution of covers. Does anyone have a 0/5 Rag that we could compare with a 2/3 Rag to test the theory?

The first cover of any color is worth less levels. All the others are equal.0
