Demoting Commanders?

Hi,
I wanted to raise a concern about commanders
Why me, as a founder of my own alliance can't have control over commanders?
I understand support can demote them if inactive for 2 weeks, but why i have to be dragged down by commanders that do 1000 score on a week long pve and 300 on a 2d 12h pve?
working on a group of 20 is hard already but having no tools to help our team to avoid this issues makes all far more complicated
People that sees not cooperative members tends to do the same or drop your alliance for a new one and i can't blame them, we all invest something here, time or/and money, and both are valuable
Does D3 plan involve doing something about this situation?
