The hood/ Obw

Is it a good idea to level up hood to 141 max or leave him at level 96 so that Obw can use her espionage when tanking ??

oBW is by no means fit for tanking, she has less health than the Hood (4350 at max) for crying out loud. And Hood is very, very dangerous the longer he lives. Definitely don't hold your ISO if you already got some other damage-dealing characters maxed, especially with at least one colour taken from the Hood.
Example: max Punisher takes black from the Hood, Psylocke can cover blue/black if placed correctly, Magneto takes blue, Black Panther covers the Hood ideally, Captain America can tank yellow. I run lazyThor/Hood atm in Blind Justice and tinykitty Hood tanks all his colours But I'm not gonna level Daredevil just to let him have blue over the Hood...

I don't think Hood's black is that good for black so keeping him under leveled to OBW, doesn't seem like a good idea. I think knowing more of your roster would be good to know whether you should level him now compared to other characters. That is more important IMHO.

I am placing hood/obw/ lazythor for tanking at the moment. I have another max punisher and classic magneto. Often than not the hood/obw/lazythor team won me a lot of battles in tanking but still i do lost some as well. I am intentionally leaving him at 96 so obw can use her espionage to steal blue and purple so she can heals or using her purple skill to steal enemy's ap and for lazythor to unleash his fury. I am now not sure is it a good idea in leveling him up where if that's the case, obw cant use her espionage exception for matching purple. This is just for tanking purpose

oBW blue is not game-ending, oBW purple is. And she has lower health than the Hood, so it's okay for her to only match purple, especially if you run non-strike tiles guys like Thor.
I just don't understand why you won't level the Hood whose threat rises the more he is leveled (=the longer he lives).
