Who should I level??

I know it is a subject that has probably been discussed ad nauseum but I have dilemmas! I would love to hear opinions on who I should level with possible max in ( ):

Big Pun already maxed at 141
cMag 4/4/5 at 115 (141)
Spidey 4/5/3 at 100 (128)
Hulk 5/3/4 at 100 (128)
GSBW 3/3/5 at 80 (115)
IM40 4/5/2 at 57 (115)
Patch 3/4/2 at 55 (89)
HT 3/4/4 at 50 (115)

I know there are a couple of them I can't quite bump up to their max, cMag will get nerfed at some point, and IM40 just takes so long to get going. Leaning towards GSBW since she is the current hero, or HT since he can do some serious damage with black. Already have Pun maxed, so not sure Hulk is a great idea, and wish I had another Patch cover.

Just trying to make that next step to a good 3* roster and love the thoughts on this forum.

Cmags and hulk are the best two there, you might wanna level hulk just to absorb damage for punisher and generate green for him with anger. Cmags depends on if you're willing to bet that they won't nerf him for a while and that his nerf won't be horrible. Other than that, spidey is useless now, you'll never use gsbw, im40 is only good for generating ap in pve, and patch needs at least one more cover.

Posted this before I found out about the Healing Nerf, so you are right, Spidey is useless now. I wonder about the cMag nerf now that they f'ed up the healing abilities so much.
