I think the problem is, that legion to ashes is not exiling an opposing token creature as it should.
Even when conditions are met for each line of the card, it actually never allows the exiling of a random opposing card.
Hi. Please investigate Legions to Ashes not casting even though the conditions are met (exile opposing token creature with the most reinforcements) .

This seems to happen when there's a toxin support on the board. Legions recognizes the toxin as a token and doesn't move to the second condition or third condition.
