Abrade can remove a vanguard?!? [Can’t reproduce]

Abrade can remove a vanguard, but the text does don’t specify that a vanguard can be a target. As far as I can tell, the text is functionally identical to demolish, which is not able to target vanguard.

So which is it? Is it Abrade that is bugged or is it demolish?
