Narset's first ability activating twice [Couldn't Reproduce]

Narset's first ability is apparently counting as two activations sometimes. Thus, if you trigger it, instead of draining 6 loyalty and counting once, it drains 12 loyalty and counts twice.  

This was noticed in A Timeless Voyage.
