Why is there a bolster your allies campaign for the weekly events when there is no way to complete it without changing alliances ? 

Will we be able to request/donate cards for both factions soon ?

    The Leader of your Alliance should be able to swap your Alliance back and forth between G.I. Joe and Cobra, which would enable your Alliance members to donate cards from both factions.
