Issue with shards and adding to saved covers

With the new shards system in place, and BH no longer available, it appears there is no way to apply shards towards another cover that you can just add to your existing saved covers.

With my 2-star and 3-star farm, I like to roster the character, get it up to 13 covers, then save either 50 (for 2*) or 100 (for 3*) covers and then max champ it before selling it off and restarting the farming of that character again. I can take a cover reward and add it to my saved covers, but I can't use shards to add to my saved covers. I do not have a single 3-star character that is not either max champed or rostered with 13 covers and a certain amount of saved covers. So 3* shards are essentially useless to me right now if I can't use them to generate another cover to save.

Any thoughts on this?

    Save the Shards until they plus the Saved Covers are enough to max-champ them. 600 Shards and 98 Covers, for example.
