Ascend/City's Blessing icon does not remain on screen [Investigating]

I've noticed lately that the City's Blessing symbol does not remain on the screen.
The Ascend symbol pops up briefly, then goes away.
Perhaps this is on purpose?

  This icon definitely leaves the screen after gaining City's Blessing. There is no way to know if you have City's Blessing once the symbol disappears.
