Rhythm of the Wild does not work as intended [Investigating]

I was trying a Gruul deck with Domri. I included Rhythm of the Wild in my deck. When this card is on the board under my control, everytime I draw a creature you'll notice an animation that gives that creature three abilities: can't have mana raised, can't have mana drained, and riot. You'll also notice that the creature will receive the Riot evergreen while the creature is in hand. When you cast said creature, Riot does NOT trigger, even when that creature still has the Riot evergreen shown. Riot also does NOT trigger when you cast a different / second / third creature affected by Rhythm of the Wild, and also does NOT trigger when you reinforce a creature by casting a second creature you already have on the board.
