RtO Progression -- Another Top Heavy Decision? Or Bug That Didn't Get Fixed?

Taking a look through RtO progression -- it's easier for a Platinum player to make progression than any of the other tiers (Progression is at 125 for Platinum and 150 for all other tiers). This makes absolutely no sense to me -- especially since it's so much more work for someone in an earlier tier to obtain secondary objectives.

Since it wasn't fixed from the last run, I'm assuming it isn't a bug and would really like to understand why this is happening.
It seems time and time again with this set, we see the decisions shifting towards top players -- with little attention or respect to mid-level, casual and newer players; other decisions include the new rewards structure (removing rare rewards from RtO and adding a mythic that only top 10 players can obtain to the new PVE event) and changing starting charges to 2/3 giving casual players (or really anyone with a life at all) less of an opportunity to complete their charges.

you for always standing up for the newer/casual players.
I noticed this too as strange. I see no reason for the top tier reqards to be easier for platinum to get then other tiers. Not that this affects me personally since I plan to blast past progression for my Coalition, but there are plenty of newer/casual players that will likely only be trying to get progression and since they are newer they will have a harder time with the secondary objectives and thus harder for them to acheive progression.

To me, it seems like incentive to get people to move up the ranks of color mastery. Not saying that's a good or bad thing but that's the impression that I get.3

I'm hoping that it really is a defect (an oversight rather) and that the dev team had to back-burner it in favor of the other fixes.0
