I think they are using the rarity from paper, not sure though as it has been a while since I could afford paper magic..
Wishlist:
- A new system of determining which tier players participate in (eg platinum, gold, silver) - Stop using color mastery and instead use an elo system. Increase the number of tiers.
- Change color mastery to be linked to rewards of some type. Card packs, trophies, skins, whatever.
- Increase in drop rates (perhaps decrease number of easily obtained packs in events?)
- Unbundling of offers or reduction in price of offers
- Focus on card balance... way to many cards are unusable because they are over or undercosted or simply weak. Others are played in every deck and lead to dominate strategies that undermine the game.
- Prizes that warrant and encourage competition both at a player and coalition level
- New content with more overlays besides enraged/supercharges/legendary. New types of events, etc.
- Mirrormatch capabilities to test how the AI plays your decks (No rewards necessary)

However, they also shift rarities, such as moving paper rares to PQ mythics (for example, the Hour cycle from this set).
