Luke Cage (Power Man) not creating protect tiles [solved]

Starting with mpq 131 Luke Cage's move The Defender is not creating protect tiles when Hammer agents create countdown tiles.  It did create a protect tile when enemy player fired a power or used a team up.  Anyone else noticing this?

    This has come up many times, if the countdown tile is from a passive power, it won't create the protect tile. Specifically the hammer snipers have a power called deadly shot which is a passive, so it doesn't trigger defender or strange sights or any other power which fires in response to an enemy active power.

    Thanks for the info.  That's exactly what happened.   Hammer snipers using deadly shot.  Makes sense that it is passive since they fire it on their first turn of the match.  Sorry I missed previous discussions about it.
