In the case of a tie (usually only possible for characters of the same rarity and level), the tiebreaker goes to position on the team, with middle > left > right. Likewise environmental damage may have a fractional value that we cannot see. For example Spiderman's '4' on environmental damage seems to beat a lot of other '4's. That said, a 4 will most definitely always beat a 3.
