Descend upon the Sinful cannot be played

Descend upon the Sinful cannot be played when there are no creature in play. But it does not target and you might want to play it: to get the delirium angels, to achieve a mission objective, or to trigger Mirrorpool.

    If it requires a target and there are no targets, it can't be played, or all the effect fizzle. Just like paper magic where if there is no legal target it stops, no?

    No.

    Some cards are able to be played when only part of their effects will occur.

    For example, Root Out will still cast if there are no opponent Support Gems in play, and will still generate a Clue Support.

    Which target are you talking about? There are no target in descent upon the sinful.
