Black Bolt Motivation Tile

Ran into an interesting scenario where Black Block's motivation tile remained on the board after he was downed. I know it's not supposed to be able to be matched away, but can we confirm that this is how this tile should function?

    I would assume it is intended to function this way. Silver Surfer's Black Hole remains on the board when he is downed as well.
