Also, any leveling advice would be greatly appreciated, since this doesn't seem to fit a normal 1* team -> 2* team -> 3* team progression(?).

Hulk is the exact opposite. Punisher is very versatile, nothing too strong but no weaknesses either, and can fit into almost any team. Patch is probably the strongest offensive char ATM but can get your own team killed just as fast. The weakest 3*s are probably the 2 skill villains, particularly Rags, they nerfed him too hard.
